I need my chapters to start on odd-numbered pages so I'm using the "odd page section breaks". The problem is that when printed the page is completely blank which makes it look like a printing error. I think it would be better if the blank page still had the footer printed on it.

Having nothing on blank pages is the publishing standard. However, you can do this using a field.
