Outline numbering is always a bit fragile and the style definitions don't contain the full outline numbering settings so importing styles is only part of the puzzle. I would go to document where the outline numbering is set correctly. Put your cursor in a Heading 1 paragraph and turn on macro recording. Then open the 'Define new Multilevel List' dialog. Close it again and stop the macro recording.

Once that is done, you can run that same macro in any document where the numbering isn't correct to reset all 9 levels to the same settings. If the style definitions are set correctly but the numbering still doesn't look right, press Ctrl-Q to reset the paragraph formatting to the style definition including the paragraph numbering.
