Default Hightlighted word text can't be edited

Hello,

I have a word document I have copied and wish to use as a template.
When I select a work such as the Question #1 on a form it automatically highlights grey and does not allow me to edit.
When I try to change #1 to #2 it deletes the word entirely.
I'm not finding a setting to allow me to edit this word.

Curiously I have come across this before and it is annoying me.

Please help. I have attached an example picture of the document.
