You have separate even and odd headers. That setting also applies to the footers. (It is a document setting for both headers and footers.)
You need your page numbers inserted in the footers where they are not currently.
Go to a footer that has your page numbers. Copy the contents of that footer.
Then go to one that does not and paste there. You can change the layout if you want.
