Unfortunately, and for no known reason, Microsoft chose to remove the browse control beginning with Word 2013.

Try using Ctrl+G GoTo. This gives you the old Find dialog box set to the Go To tab. Go to a page (any page including the one that you are on). This resets the browse object to page. Now Ctrl PgDn and CtrlPgUp will respond by page.
