I experimented. What I needed to do was
1. unmerge all cells 2. use Table properties > Row > Repeat on the two rows 3. reset the original merge. Otherwise, I couldn't access the Repeat option when the cursor was in the second row. Thanks for the tip, which certainly pointed me in the right direction.
