F-I-N-A-L-L-Y!! I understand now...(I think...)
You are wanting the Restore Down/Maximize icon to work in your version (2016) like it worked in 2007 (and, maybe 2010) where the Restore Down reduces the size of that particular file to roughly half-screen then when clicked on again returns the file to full-screen. Well, FWIW, that icon does not work like that in 2013 either (at least, not in my version). However, that particular option should not hinder your work as there are other options (as you indicated above) in the VIEW tab. |

So, if the Restore Down icon doesn't work, why is it there?
Microsoft should be able to answer that question. |

Perhaps Microsoft is able to answer that question, but you are not talking with Microsoft. Here you are talking to your fellow users. AFAIK no one from Microsoft posts here.

I must be missing something, because I haven't noticed that Restore Down/Maximize behaves any different.
When the window is Restored Down, I find that I can use drag and drop to resize it to the size I want.
