You can do that by inserting a Section break before the embedded document (and another after it, if applicable, then leaving the Section containing the embedded document unprotected when you apply the forms protection.
I note that you have a mix of content controls and formfields in the document. That is inadvisable; they're not designed to work together. Use one or the other.
