First, you need to use plain text content controls, not rich-text. I believe they are.
Second, you need to actually enforce the restrictions. You could put a blank content control set for no editing and no deletion at the very beginning of your document template and put your insertion point there. A tab from there will go to the next content control. Otherwise, you will need a macro, I believe. Templates in Microsoft Word
