Default Keyboard Symbols with ALT+CTRL don't always work

I have the problem in word that i'm trying to type some symbols of my keyboard by pressing ALT+CTRL+KEY but not all of them work. In notepad they all work.

I also can't find any assigned keyboard shortcuts to those combinations. I've already delete all the keyboard shortcuts that included ALT+CTRL that I could find.

Is there a way to disable ALL keyboard shortcuts? I do not use them anyway...
