On my keyboards Shift+2 = @.
Ctrl+Alt+2 produces nothing.
That is in any program.
Check with the manufacturer of your keyboard or the company that produced your keyboard shortcuts program to see if it is supposed to work with Word.

There is no built-in way to remove all keyboard shortcuts in Word.

Most external keyboard shortcut programs override Word's settings.
