Can you make an image of "1.09" in Microsoft Paint (or any image software)? Then apply it as a new bullet type. Click the bulleting down arrow in your Home ribbon, then select Define New Bullet, and navigate to the image. That becomes your new bullet.

If you use styles, it's really easy to just define that style as bulleted text with a 1.09 image as the bullet. Then apply it to whatever text you need.
