Default How to : insert vertical bars as "master elements"

Good day everyone!
My question is simple, but, I've scoured YouTube pages for an answer to no avail.

In a typical document, the header and footer, remain constant, on every page. I would like to do the same, with two vertical bars, one on each side of the page,,and i'd like it to be permanent, so that when i type ,,page after page, will automatically have the vertical bars inserted.
Can this be done?? Thank you.
