Yes, those bars can be part of the header or footer. Set text wrapping for them to be "behind text."

For examples see the Letterhead Textboxes and Styles Tutorial on my downloads page. That is textboxes rather than lines and has text wrap around them so they simulate a margin. However, the principle is the same, graphic elements on the side of a header with text on the page next to it.
