Windows 7 64bit Start page number on page 3, go to page not working properly

Thank you for responding, but I'm afraid that didn't work. The page numbering I have set up works fine. The problem is when I try go to to page number 1.

Also, I should note that even though the document is saved as a 97-03 document, I am editing it in Word 2010.
