I have created several forms in Word 2010 and also now in Word 2013 and I have saved them locked in form entry only. When I open these forms in Word 2013 I can't enter any data into the form but they work perfectly well in Word 2010. How can I resolve this problem?

I'm not aware of a difference for how Word 2013 and Word 2010 treat form fields and have not had a similar problem as yet. Is your Word 2013 security protecting the entire content as locked for editing, showing in reading view or macros disabled?
Perhaps you should upload a copy of your form so we can test it on Word 2013 to see if this is a problem for others or whether it is something on your machine.

Thanks for your response, the only way I found to fill in the created form in Word 2013 is to click View and then select Edit Document. How would I be able to tell my clients to do the same so they can fill in the form. The form is protected with Fill in Form capabilities. I have tried this form in several computers in the office and a few at my home and it is the same in everyone. The ones that are running Office 2010 it is not a problem but for some reason when Word 2013 opens it I have to go to the three upper tabs and select View and then Edit Document. Do you know if there is a fix for this?

I will attach the form for you to take a look at. I will also take a screen shot of the way the form opens in my computers. I am also working on having the checkboxes only select one of the 5 responses. So far I don't have it working either. Thanks for your help.

You are looking at Reading View. This is a new unwanted feature in Word 2013 which supposedly protects the good folks opening Word documents from emails or web sources.
You can turn off this default behaviour in your options but unfortunately each of your users will need to do the same to avoid this issue on their machines if you are making your Word form available to them this way. Another problem with your document is that you're combining formfield checkboxes with text content controls. You should use formfields or content controls, not both.
In this context, you should also note that content controls are not supported on Macs.
