See Numbering Front Matter (Ribbon) and How to set up a document with front matter numbered separately
Change the same as previous/link to previous setting in the footer(s) where you want the page numbers so they are not linked to the previous footer(s). Header/Footer Settings Recap Sections / Headers and Footers in Microsoft Word 97-2003
