Worth trying Charles, but it did not work.
I selected Lock anchor on the Layout window for the graphic, and then verified that the heading had the following selected on the Line and Page Breaks tab on the Paragraph window: Widow/Orphan control, Keep with next, and Keep lines together. The heading was still stranded by itself on the previous page.
