Stefan, you are brilliant mate! Thank you.
 It turned out that I had *somehow* changed the Ctrl-B and Ctrl-I keys to Ctrl-Shift-B and Ctrl-Shift-I !! Bizarre and I don't remember doing it, but I must have!  Now reset to what they should be.Strange how they worked for turning the toggle ON but not OFF though!  Anyway, many thanks again from this humble Aussie sheila.

Well, not all commands are toggles. For example, if a shortcut applies a character style which is set to Bold, pressing the shortcut repeatedly will only (re-)apply the formatting once more.
Anyway, I'm glad you got it sorted.
