See Numbering Front Matter (Ribbon)

Is the title page the actual first page of the document? Is the abstract the actual second page of the document?

If so, you would want a different first page setting for the header/footer of the first section. That would not have a page number. The page numbering would be in the continuation header/footer and that would continue (Roman numerals) until the next section, where the numbering would, I presume, restart with an Arabic 1.
