Yes. Have the cover page in a separate section that does not have different-first-page setting. A document can have only one cover page.

In the section immediately following your cover page set it to have a different-first-page header and to not be linked to the previous section. Sections that follow this will be linked to this section.

This is not impossible, but it is complicated. You will be able to do it easily if you take the time to learn about sections and headers and footers. These three articles will give you a working knowledge.

You will want a section break before each spot where you want to display your graphics to start a section so the first-page header can display in your (logical) section title page.

If you need a section break for other reasons (orientation, margins, columns) you can have that section not have a different-first-page header.
