If your numbering is controlled by the correct use of paragraph Styles, the solution requires nothing more than inserting a paragraph break and applying the appropriate Style to the paragraph. Otherwise, you could insert a paragraph break at the start of the '1.3' paragraph, then cut the new '1.3' paragraph and paste it after the existing '1.3' content.
