Default Page no longer exists

Unfortunately, the link to the article is broken and trying to connect to the site from 3 different browsers says the page can't be displayed. I have seen similar comments to that effect on other forum sites.

I find it so incredibly mindboggling that MS has made this process such an obtuse endeavor. You should be able to create the type of layout I made in the example and then just click a function that says, "OK, create a new outline template based on these settings." It cannot possibly be that difficult to code that.
