I have not read through your question but am referring you to some reading while I or someone else goes into the guts.
How to create numbered headings or outline numbering in Ribbon Versions of Word by Shauna Kelly This is the only method I know of to make good numbering. I would probably use a SEQ field for the one you do not want to restart.
