The highlighted section of your screenshot has nothing to do with widow/orphan control. That is for controlling whether you might end up with just one line of text from a paragraph split across a page break.
The behaviour you're describing might be caused by having non-breaking spaces between all the words. Without seeing the actual problem document, however, it can be difficult for anyone to diagnose the issue. Can you attach a document to a post with some representative data (delete anything sensitive)? You do this via the paperclip symbol on the 'Go Advanced' tab at the bottom of this screen.

It appears your document has originated on a system using a right-to-left language configuration. Furthermore, it has non-standard paragraph styles that it then overrides with non-standard character Styles.
I'd suggest creating a new document, then copying the content from the exiting document & pasting it into the new document as unformatted text. You will lose all formatting, but that will also restore your ability to control the paragraph formatting from then on - the word breaks will also be gone.
