Paragraph justification in Word does not ordinarily apply to the last line in the paragraph.

Depending on how your Word layout options are set, pressing Shift-Return on the last line in a justified paragraph may cause that line to justify as well. Of course, this effectively shifts the true end of the paragraph down on more line.

Another option is to use paragraph distribution (via Ctrl-Shift-J), rather than paragraph justification. This tends to space out all characters on the last line, however, so you might not like the effect.
