Okay I attached a template I'm working on for our office so there's nothing sensitive in this haha.
When you open it, you'll see the chapter heading first thing, and then the second "repeat" of that chapter is the cross-reference to the bookmark. Maybe I'm making these bookmarks wrong? Idk it's frustrating the crap out of me haha. Thank you so much for look at this
