when i ctrl+click a citation in the document it wont redirect me to my bibliography..i use ms word 2013 with IEEE style in windows 7 enviroment..can this be a bug?

Citations don't act as hyperlinks in any Word version. So, no, it's not a bug.
In this respect, it's no different than trying to go to a Table of Contents by clicking on a heading; that doesn't happen either. The difference is that, whereas clicking on a Table of Contents entry takes you to the heading, clicking on a Bibliography entry won't take you to a citation; that's because a Bibliography entry could relate to multiple citations.
