Default Set Page Colour in Normal.dotm for Word 2013

I have trouble seeing black , or most any colour, on white. Given in Word 2013 you have a choice of a white background or nothing this makes it hard to see, and very painful after a while.

I thought I'd set a default page colour in the normal.dotm so when I opened a new file I'd get something other than glaring white.

I modified the template in %appdata%\Microsoft\Templates but every new document starts with white.

Any way to make it the page colour the default which is what normal.dotm was supposed to be for ?

I could record a macro but would prefer not to.
