The row does have a fixed height, but it's big enough for the picture to fit into the cell (originally the cell was both wider and taller; I shrunk it to fit the picture).
I have endeavored to upload both an excerpt from the Word doc, and the picture itself. In the docx except, I also inserted the picture outside the table. As you can see if these attachments made it to you, I have the same problem with the inserted picture even when it is not part of a table cell. |

The problem is with the line spacing for the text paragraphs. For an object positioned "In line with text," you will have to adjust the line spacing so that it fits the height of the object. (Or you could use "Single" spacing, of course.)
