If you have restarted page numbering in a section, and then add a section break, the restart option (as well as other page number settings) will be inherited by the new section. Change the option as follows: Click in the affected section and then click Insert tab | Page Number | Format Page Numbers. Select "Continue from previous section" and click OK.

Note that with restarted page numbers, "filler" pages may not be added correctly. To fix this, enable "Different odd and even" (headers and footers) and/or "Mirror margins" in Page Setup.
