Is there a chance you can put the revision number in a text box anchored to a paragraph on the page (so that it just appears to be in the header)?

As an alternative, unlink headers as usual so that you can add the revision number. For the text that is common to all sections, use a bookmark and a cross-reference to the bookmark in each header where the data should be present.
