I have just checked that, and it is set as top.

I have started from scratch, but seem to struggle with setting a different page margin at the top of the first page to the rest of document, and keeping the first page header different from the other pages.

Still playing now, hopeful it will work!

It seems that i get everything as it should be, save it, open it, and the margins have reverted! Ahh!

The "Different first page" option lets you change the content for the first page. However, to change the top margin for the first page, you'll have to resort to tricks; see http://wordfaqs.mvps.org/Letterhead.htm.

It's confusing me, I must admit.

I set the first page margin to 4.5cm (just below the headed paper type header on the first page).

I then goto page 2, no header (just a footer). I adjust the margins on this page to 0.75cm, and set "from this point on onwards". This seems to work, I get different margins for the first page and then onwards.

But when I save and then re-open, the second page margins have reverted to that of the first page (I save the template with just one page, having deleted the lines that fell over onto the second page).

Seems simple, but I am struggling

When you change the margins for a selection like that, Word adds a section break, because margins are stored at the section level. Most likely, what you deleted included the section break, which would cause the formatting to revert. (To see the added section break, display nonprinting marks, for example by clicking the ¶ button on the Home tab.)

Also, note that section breaks interrupts the flow of text, that is, text won't flow automatically across a section break, and therefore using the tricks in the linked article will usually be easier.
