Default Problem using Balloons in Redline


I work in desktop support, and we have a user who likes to use redline. Normally, when she receives a document from someone that is being developed collaboratively, she can select "show revisions in balloons" and all the strike throughs and underlinings in the text disappear, but a balloon demarcates where the changes were made.

That's not happening in one document. None of the settings that I'm seeing are different from what she was doing before, but when you select show revisions in balloons, it just adds the balloons without changing the text.

Is there something the original author might have done that prevented this option? Are there settings outside of the review tab that might effect this? Do I even make sense?
