It is not possible to get such pages in the TOC.

You may not have control over it, but in today's age of electronic document production, such page numbering is insane. It has caused major problems including loss of a refinery according to John McGhie. http://word.mvps.org/FAQs/Numbering/ChapterNumber.htm
It may well be the way it has always been done, but it is simpler to replace the entire work and document revisions using something like track changes.
