Good day..
I have a document which needs to have editing restrictions enabled, but the end user must be able to edit (copy/paste/delete/resize) a drawing object over a picture. For the life of me, I cannot figure out how to enable editing of the drawing object once the protection is enabled (Protect Document > Restrict Formatting and Editing > Start Enforcing Protection) I have tried the following workarounds:

Hi jackj22,
It's not possible to do that kind of editing in a document protected for forms. What you can do, however, is use a separate (unprotected) document that's linked to your form via an INCLUDETEXT field as a holder for the drawing object and picture. Your users will be able to freely edit that document and, if you check the 'update automatic links at open' option under Word Options|Advanced > General, any changes to the 'picture' document should automatically be reflected in the form document..

Your suggestion is a perfectly acceptable work-around. Thanks for your help!
