Unless you go down the path of using formfields or content controls, plus the 'filling in forms' editing restrictions, you can't constrain the tab behaviour.

As for your follow-up question, the only way to prevent the cell expanding uncontrollably would be to delete however many tabs are causing the unwanted effect.
