Text Won't Wrap

I have a .pub document that has 20 pages, with text on 16 of the pages. Beginning with page 15, the text does not wrap to the next page. If I add text on page 15, the text below begins to move downward off the page and out of sight, and does not show up on p.16. Same issue with text on p.16. No matter how much text I enter, the overflow doesn't show up on p.17.

Ideas?
