Default Constraining a fixed interval between two tasks

I have a task the must complete four weeks before a milestone. In theory the milestone date might change what is the best way to constrain the earlier task as I don't wish to use a hard date?

In other words I wish to have a constraint that says "task A must finish no later than 4 weeks before Milestone B". Is this even possible in Project?
