Default how to set up plan with no duration info?

Hi, Just checking ... is it possible to create a project plan without knowing what the duration of tasks will be? I need to create a high level integrated plan across various area of business and do not have duration information for any of the tasks. All I have been provided with is that a task will complete x weeks prior to Go Live date. Is it possible to set up a project plan with just this information? For eg, a task might be "Design worksheet" and the timeline I do know is that it is Go Live minus 10 weeks. Go Live is the end date of the project. Should I create a Go Live milestone and link every task to this milestone? Or will creating a plan that tracks from finish date (the Go Live date) be sufficient? Appreciate any advice on this. In the past I've only set up projects with tasks that had duration information ....
