Sorry - project can calculate work based upon Duration and assignment units - but not based upon cost. I'd set up the information you know (estimated work), cost per resources and let project calculate the projected costs.
You can fix the duration - enter the work and project will calculate the assignment units necessary to get X amount of work done in Y time.
