Default analysing contractor schedule for critical path

I received a contractor schedule and in their notes they claim that their delay is due to our design changes taking so long, the hurricane, our approvals - basically they are saying nothing is their fault.



I am looking at it right now and I also opened the latest version they had given 2-3 months ago in order to compare.

Both of their schedules, they do not have an updated current date, so their data date is way back several months ago which is outdated a lot. But this is all I have.

This also means they have activities with 0% which seem in the past dates.

So this is all I have in my hand and I know they are not healthy schedules. But I need to determine if their claim of the delays in the schedule is due to our delays as I desribed above, or some other delays they had.

How can I approach this situation? The fact that both schedules did not have a proper data date and the addition of many new items into new schedule is making my job difficult. Plus they changes the predecessor and successor info on some tasks
