My understanding was that modelling etc were tasks and that the numbers 1 & 2 were the number of resources required in a given week, ie, looking at the below, to complete the modelling task you need 2 the first week, 2 the second week and 1 the third week.

Modeling 30 2 2 1

This being the case, give the resources names, hours and rates etc within the resource area and allocate them to the tasks accordingly.

I might be wrong but that is how I have read it.
