I recently installed OneDrive in the hopes of benefit from the 'free' backup. Outlook loaded okay, but I got the 0x8004010F error when doing a Send/Receive, apparently because OneDrive relocated my .pst file. When I went to my Account Settings, Outlook had the new OneDrive location as the default. Along the way, I reset my settings to my AOL (Verizon servers) just to be sure that wasn't the problem.
I ran the scanpst.exe against the .pst file several times. On the third one, I got a message that there were no more errors to correct. Outlook still returned the Send/Receive errors. I copied my .pst file to a location outside of OneDrive and added this location to my Account Settings. I set the new location as the default. When I closed and restarted Outlook, it turns out I made things worse. I now get Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened. An unexpected error has occurred. What's next? |

Use the Control Panel Mail applet to configure your Data Files to the point you can at least open Outlook.

I assume that your AOL account was working OK before all of this started so I don't want to muddy up the water with more ideas on that problem.
Once you've got Outlook at least running, and you still can't sync your AOL account, come back and we'll work on that issue. |

Based on your description, your PST file is not corrupt and you just need to create a new Outlook profile to fix the issue.
Make sure to backup your PST file first. Then you can make a test by copy the PST file to another computer with working Outlook, then use that Outlook to open the PST file. If there are no error messages, then your PST file is OK. |

I'd be happy to create a new Outlook profile just to get it running, but to do that Outlook needs to open -- and it will not.

Created a new Profile using Control Panel -- led to partial success.
I used the Control Panel to create a new profile for a Gmail account I have. My Gmail settings say that POP is enabled. Gmail wants incoming server pop.gmail.com, SSL= Yes; Port = 995. The Outlook dialog does not include a way to enter SSL or Port. Similarly, Outlook does not have any special settings for the outgoing server (smtp.gmail.com). Outlook does have a check box for Require logon using SPA. I've entered my gmail password correctly, but I get a Fail message for POP3 server regardless of whether I set the SPA checkbox or not. Nevertheless, I did get a new profile defined in Outlook. I still could not open Outlook without the error unless I loaded in Safe Mode. Using Safe Mode, I was able to re-establish my verizon email account on the AOL platform. I had to create a new Outlook file, so I lost all of my old Contacts and Folders. I still cannot open Outlook normally. It will only open in Safe Mode. FYI, I am not using Microsoft 365. My Office suite (2019) was purchased through a deal I get at work and loaded using a license file. Is there a way to de-install and re-install Outlook? |

I think you need to address this issue first. Outlook only running in Safe Mode is usually an indication that an Add-In is not working. Have you disabled all of your Add-Ins? https://help.fasterlaw.com/support/s...ok-com-add-ins |

If you have your Office Product Key you should be able to get the Install files from Setup Microsoft 365 |

Do NOT delete any old Outlook Profiles or OST/PST files. You will need these to export/import your Contacts and Calendar into whatever setup you finally get working.

I'll take a look at the add-ins, but I don't recall adding any. I don't want Microsoft 365. I'd like to use my licensed copy. The Safe Mode installation seems to have created a new (empty) .PST file. I believe I have a backup. We'll see once I get it working again.
