Default Started withSend/Receive error; now Outlook won't load at all

I recently installed OneDrive in the hopes of benefit from the 'free' backup. Outlook loaded okay, but I got the 0x8004010F error when doing a Send/Receive, apparently because OneDrive relocated my .pst file. When I went to my Account Settings, Outlook had the new OneDrive location as the default. Along the way, I reset my settings to my AOL (Verizon servers) just to be sure that wasn't the problem.

I ran the scanpst.exe against the .pst file several times. On the third one, I got a message that there were no more errors to correct. Outlook still returned the Send/Receive errors.

I copied my .pst file to a location outside of OneDrive and added this location to my Account Settings. I set the new location as the default. When I closed and restarted Outlook, it turns out I made things worse. I now get Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened. An unexpected error has occurred.

What's next?
