OK, found a work around for this.
On an event that does have an existing category, apply a Shortcut Key to the category - say F2. Then for new events, you can hit F2, which applies the category, which can then be changed by right clicking on the category above the Save & Close button.
Bit naff, but at least it works until a proper fix is applied by Microsoft.
