There are plenty of bugs in Outlook 2019, but I don't think this is one of them.

Configuring email accounts requires wizardry skills. Despite the fact that I'm reasonably technologically savvy, when I set up an email account in Outlook, if my first couple of attempts fail, I call my computer guy! He always figures out a solution, and his fees are reasonable, especially in light of the years he spent learning and perfecting technological spells and potions! I actually have three different computer guys: one for software problems, and two for hardware issues. This closest is only 20 minutes away.

See if you can find a local wizard!

If you send me a private message, I can send you contact information for my software guy, who may be able to perform magic remotely. But it's best to know someone local who can fix stuff.
