You are in Touch Mode.
Have a look on the Quick Access Toolbar (QAT) for a Touch/Mouse Mode icon:  . . . . clicking it gives two options – Touch & Mouse. Toggle between them to see the difference.  If you don’t have the icon showing, r/click the QAT > Customize Quick Access Toolbar > Choose commands from > Popular commands > Scroll to Touch/Mouse Mode > Add > OK.
