Default Outlook 2010...is there or has there been a problem?

My problem is when I try to forward and email a window pops up and stats flashing and will not allow me to anything other than forcing a computer shutdown. Also when I go to type something in a homepage area to type another window pops up and I end up typing what I wanted to type in the homepage line. I then have to delete/cut what ended typed in this popped up wind and then move my cursor to the line in the HP line to finish typing. It has done this for about a month or more but being a real nuisance now. I just did a backup my emails and all. Would it be advisable to reload MS Outlook over top of the existing program?
