Hi chiptape,
I'm facing the same problem, while trying to setup a POP acount type. The same error message appeared! In my case I was asked to put username and password. I'm using Outlook 2016 (version 1706, Build 8229.2073). We need to find a workaround or Microsoft needs to release a fix.
